Neighborly? You mean it is much more neighborly to wear clothes than not to?
About neighborly & clothes - YES!!! You better learn that before getting your new house and scaring off all the neighbors!
If the neighbors are scared of naked kids, then they have problems that no amount of clothing will fix.
